Restricting contribution status with a hook

Hi there,

I suspect the following would be useful to a fair amount of organisations that want to enforce some business logic around processing payments.

When a staff member registers someone for an event, they need to record information about the payment.  However, the financial staff want final say on the payment status of this contribution so want normal staff to only be able to set the payment to be in progress.

How can I restrict the radio boxes in this form?  I presume there is a method I can call in buildForm.
