Does {action.forward} actually work in 1.9?

I just sent a couple of test mailings and used the {action.forward} token. A message was received in the recipient's mailbox but there was no body of the forwarded message.

Sorry no idea, we no longer support 1.x series. You will have to debug it yourself or contact someone from http://civicrm.org/professional.

I did find an issue in Jira that seems to indicate that it never did work correctly. We are a long way from upgrading so will have to consider a backport.
