500 error running civimail

I am trying to use civimail and I am getting a 500 error.

The error log shows it is coming from http://mydomain.com/administrator/index2.php?option=com_civicrm&task=civicrm/mailing/send&&_qf_Upload_display=true&qfKey=999999999999999999999999999999999999. (not the real key). 

The url in the browser shows http://mydomain.com/administrator/index2.php?option=com_civicrm&task=civicrm/mailing/send& so I wonder if it is related to the "&&" in the url.

I am at a bit of a loss. Could it be related to the file size. The html file is a little less than 24K.
