Activity report not including all activity

The way the SQL in the Activity report is set up no activities that do not include targets, ie Event registrations, are included in the report.  Is this intentional?  If not I'll submit a patch to fix it, if so is there a way to not show those activities that do not have targets in the drop down when setting up the report?

I don't think that's intentional (although evidently the use cases of the person who contributed this didn't include showing those types of activities).
