I'm not sure what I'm doing wrong.
Using GoDaddy, Drupal, CiviCRM 2.2.5...


SMTPOUT.secureserver.net
port 25
yes authentication
user@domain.org
password

Failed to connect to smtpout.secureserver.net:25 [SMTP: Failed to connect socket: Connection refused (code: -1, response: )]

It’s a bit hard to debug without the access to your webserver’s (or mailserver’s) logs, so your best bet would be to either contact GoDaddy support for the proper settings (maybe they require a secure connection?) and/or search this forum and contact other GoDaddy users (note that CiviCRM 2.2 no longer requires IMAP, as CiviMail Processor can work over POP3).

I'd be curious what GoDaddy has to say.

Are you attempting to use CiviMail or just the CiviCRM outgoing SMTP settings here?

You should start by trying the outgoing SMTP settings first (you can use the ‘Send Email to Contact’ functionality to test this). If it works, CiviMail should work as well.
