All states shown when users register for an event in CiviCRM 1.8

Drupal 5.1, CiviCRM 1.8.beta.10676, PHP 5.2.0, MySQL 5.0. In Global Settings, I've set Contact Address Fields - Selection Values so that the Default Country, Available Countries, and Available States and Provinces are all set to United States, because I expect all my users to be from the US.  I've also created a profile for User Registration and online registration for events which asks users for their state but not their country.  This works correctly when registering a new Drupal account, but when unregistered users sign up for an event, they're asked to choose from all possible states and provinces, from 'Ajman to Zuzemberk.  This used to work correctly in 1.7.10272.

Any ideas?  Thanks!

Can you reproduce this on the demo server (http://demo.civicrm.org/drupal/) and if reproducible file an issue

Thanks for your reply.  I've reproduced this on the demo server, and opened an issue:
