This isn't CiviCRM related per se but I thought I would mention what we did recently for a client. We made the Drupal webform module act like a letter to the editor submission form.

I mention it here because the client can then easily export/import those who submitted letters into CiviCRM as a group and/or record an activity for them. There is no integration (yet) but something that you may find useful.
