Delegating admin responsibility

We are planning on implementing Civicrm for a Ministry Association.  This Ministry Association has a few hundred member Ministries.  The major use of Civicrm, at least initially, is to maintain a contact directory for all the staff in the Ministries.  We want to set Civicrm up such that each Ministry will have a designated admin to add/update/delete contacts for that particular Ministry.  Otherwise, it would be too much work for the Ministry Association.

How should we go about doing that?  Should each Ministry be setup as a Group or Organization or both?  Do we need to setup an ACL rule for each Ministry (hundreds of them)?  Do we need to write our own acl hooks?  Your help would be very much appreciated.
