Did notice on the sandbox mockups with super cute icons for groups and so on. Who designs them ?

most/all of the icons are designed by the WebAccess team (http://www.webaccessglobal.com/)

We had developed html mockups for new UI changes before implementing / redesigning actual forms.
Since now everything is implemented, you can check it on: http://sandbox.civicrm.org/
