Bug with Mail Header/Footer after Save and Continue

CiviMail has been created - was working fine with Header=none and Footer = Bulletin Footer. Was then saved.

After Save and Continue we found that is was showing as Header= Mailing Header and Footer = Mailing Footer

we reset so Header = none, and Footer = Bulletin and go to Preview but we still see the default Header and Footer.

If we go back to Step 3 it still shows as 'None' and 'Bulletin.

After Save and Continue Later, when we reopen it is once again showing that the Header =  'Mailing header" etc.

Looks like only way out for us is to rebuild the mailing from scratch.

Suggests there may be a bug.
