Address update does not save

A fairly strange thing has started happening on a few records - once in a while, when we try to update an existing contact record that has a blank address (and maybe other fields), after we type in the address and save the record, the address does not save.  The issue may be limited to blank fields.

There is no error message.  CiviCRM 1.9

If we delete the record and re-add it, everything is fine.   Has anyone else experienced this issue?
