Okay, i found the issue.
If you go to Payment Processors via the 'Configuration Checklist' it will 'bounce' you when you try to modify the processor.  If you follow the directions above, and get to it by Administer CiviCRM > Global Settings > Payment Processors then it works.

Issue has been fixed in 2.2.8 which was released this morning:
