DNS propagation time?

How long after creating a mysql DB should it take before being able to install CiviCRM standalone on the same server?

The DB was created about an hour ago:

CiviCRM Database Settings
MySQL server: hostname
MySQL database: mysql.hostname

The error message in CiviCRM install is:
Can't find the a MySQL server on 'hostname': Lost connection to MySQL server at 'reading initial communication packet', system error: 111

Never mind!  :-[

I reversed the DB and server names.
