Standalone CiviCRM install - last step?

I've validated the mySQL DB is ok and, according to FTP, the path (see below) to execute CiviCRM exists (and capitalization matches).  But when I try to visit http://hostname/CiviCRM/standalone/index.php, I get the error message:

"Could not find valid configuration dir, best guess: /home/woodyjones/projectrespect.net/CiviCRM/../../sites
If this is a standalone installation (i.e. not a Drupal or Joomla module) and you'd like to re-initialize it, click here."

"Click here" just asks me to revalidate the SQL DB which, if I do, comes out OK.

I'm a little baffled by the "best guess" URL because woodyjones is not part of any URL, it's a username.

So how do I access my new Civicrm installation?

The implication of that error message is that I need to create a configuration file BEFORE trying to administer my new copy of CiviCRM.  Can that be possible?  If so, where is that documented?  I would have thought that logging in would be the place where I do the configuration changes.

Let me clarify the steps that led up to the error message:

I open my browser and go to
http://hostname/CiviCRM/standalone/index.php

I know that file exists on that path because I can see it with FTP.

The first line of that file says:
"CiviCRM has been successfully installed"
I never see that message. Instead, I get the following error message:

"Could not find valid configuration dir, best guess: /home/woodyjones/hostname/CiviCRM/../../sites
"If this is a standalone installation (i.e. not a Drupal or Joomla module) and you'd like to re-initialize it, click here."


The re-intialize part is useless.  It says the files are all there and I am authorized to access them.  

The "best guess" is REALLY mysterious. "sites" does not exist on the web site; it's a directory on my PC, but there's no reason for that word to exist or be known on line.  It's only known to DreamWeaver and I have not modified any CiviCRM files with DreamWeaver or any other editor.
