Custom Fields in Events

I want to set up custom fields for our constituents to make event registration easier, so they can store their translation and assisted access needs and automatically populate these fields whenever they register for an event.  I want the information available on participant reports and in the export file when I export a participant list. Should I attach these fields to the Individual or to the Participant? If I attach them to the Participant, will they automatically populate for that person in the next event?

Participant fields are limited to a single event. If the information is related to a person across more than one event (and you want it to pre-populate) use individual fields
