I was wondering if anyone knew of a way to allow groups to post their own videos online, possibly through Drupal's video module, and possibly restricting the list using an ACL that restricts the list based on group membership?

Also, we would like for group members to be able to do the same with an image gallery. Anyone using a module in conjunction with CiviCRM?

You may need to look at using OG in combination with civicrm as Organic Groups should enable you to do the desired uploading of videos etc - once you have created your Group node you should then be able to set up a Group Content Type for video uploading etc.
