Custom changes to package code not recognised

I made a change to the code for .../packages/HTML/QuickForm/tinymce.php and attempted to apply it by storing it under the Custom Files directory. This didn't work for me, so I overwrote the original file.

Does the Custom Files facility only work for CRM code and not for packages? Or is some other factor at work here?

the include file facility should work for both crm code and packages. We just add it to the php include path

some core civicrm files involved in bootstrapping can not be overridden (Config.php, Error.php)
