Assistance solving an issue with IPN

We currently have a problem, for some reason paypal cannot send connect with the handler URL that civicrm automatically sends.

We require someone to fix this issue ASAP, please let us know the cost for fixing this issue.

ISSUE:

When I test the IPN tool in sandbox with the Handler URL http://www.myjoomla_root.com it gives me a successful connection message, but when I try the Handler URL that civiCRM is sending to paypal it gives me an error. For some reason it cannot connect. Is there a setting or a file that I need to modify in order to fix this problem?

The handler URL that civicrm is sending to paypal is:
 error with the notification URL: http://myjoomla_root.com/administrator/components/com_civicrm/civicrm/extern/ipn.php?reset=1&contactID=1&contributionID=31&module=contribute

I tried the URL and it gives me "internal error" 500

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

Do you have access to the apache log - it will probably shed light on the cause of the error
