Hosting Requirements for CiviCRM

I had a couple of questions:

1. Does CiviCRM require a certain version of MySQL?
I've read threads where Lobo said the CiviCRM team is no longer supporting 4.x.  But all hosting providers I'm checking are using some build of MySQL 4.x because version 5.x too recent and untested (the latest version came out in July 2007).  I am not asking necessarily about what versions are supported but what versions WORK?  I'm using Joomla 1.5 RC 1 and iPowerWeb as my host...any advice on what I should do?

Note: I tried installing CiviCRM on Joomla 1.0.13, and I got the CANNOT READ ~***~** DB error, error.  I am assuming this has to do with the version of MySQL I'm using but I'm using  4.0.27. 

2. Also, can CiviCRM deduct transaction fees from donations?  I want to allow members on my site to donate to a variety of projects, but I wanted to take off a certain commission for the company.  So for example, I want a member to be able to come on my site and set up a donation module and start accepting donations for their project.  In the meantime, I could take off .10 cents on every dollar donated to them.  Is that possible with CiviContribute?
 
Any information on these two inquiries would be appreciated.

1. Yes, v1.8 requires MySQL 4.1.x and over. We typically use the latest versions of a release. Note that MySQL 4.1 is not being actively maintained by MySQL inc, so we'd recommend 5.0.x. CiviCRM v2 will require 5.0.x and over. The error you are getting is because of your MySQL version

2.  Not directly. You will have to modify the code to include your business logic
