Many access denied pages with 1.8

This is civicrm 1.8.beta.10790 having been upgraded from 1.4. Did all the upgrade steps. Drupal 4.7. MySQL 4.1. PHP4.
Here are several (I think related) links I'm clicking on, the resulting URL, and the results:
{drupal root}/civicrm --> civicrm/dashboard?reset=1 --> access denied
{drupal root}/contact --> civicrm/dashboard?reset=1 --> access denied

I can search for contacts, can edit them, enter new contacts. But no dashboard, not civicrm home.
I am drupal user 1 + have set myself with a user role in drupal with every access control enabled.

Not sure where to start looking.

most likely this is a menu rebuild issue. Can u do to your drupal settings screen and save a form (this typically triggers a menu rebuild)

You might want to consider upgrading to drupal 5.2 while u r at it as someone else reported that he had success with this
