Where is the documentation for creating a multilingual site?

I've looked in all the places I can think of and all I've found is some others asking the same question.

Is this in fact documented? I'd appreciate a link that leads to documents aimed at non-programmers describing the step-by-step way to implemet such a site.

actually this is already part of 2.1 and 2.2

those blog articles were some semi-documentation for the feature

I looked around Joom!Fish’s site, both user and developer docs, and I don’t think I’m fully grasping how they manage to have a totally transparent (for the parts of the code that are not aware about the multilingual nature of the site) system. I admit hunting through their docs is frustrating (and I find them a bit disorganised), so maybe I just missed the page that describes that – would you mind pointing it out?
