PayPal Standard Settings use SSL?

I notice that in the installations SQL file 'civicrm_data.mysql' that the default URL for PayPal standard is https://www.paypal.com/ (using SSL) but when I have it set to this when I try to pay for an event my browser warns me that the site I'm being transferred to has an invalid security certificate.

Is the PayPal URL supposed to use SSL, and if so why is it throwing a certificate error. I've tried it on several different computers with different browsers.

It used to work OK when I set the URL for PayPal standard to the non SSL link http://www.paypal.com/ but this now throws an error for me.

i checked prior versions and we've been using the SSL version of paypal for some time at least
