Fatal error when saving HTML mail template

I've documented this problem in both my Joomla site as well as the Drupal demo site. I used to use TinyMCE for the WYSIWYG editor, but after upgrading to 2.2.6, the Edit HTML button doesn't seem to work. The editing window will come up, but it remains grayed out and you can't select it.

So I turned off TinyMCE within CiviCRM, and now when I go into past my HTML composed in Dreamweaver into the window, it hangs for about half a minute after saving, then gives me the following error:

"Fatal error: Maximum execution time of 30 seconds exceeded," then gives path to file called Monitor.php on line 410.

Any suggestions?
