no, and is not  scheduled for the next few releases either.

this will definitely need to be a community contribution. Our windows expertise is limited/non-existent (to put it nicely). I also think it will be a fairly significant project to get it working on different version of outlook and windows

Have a look at civisync, they will need/help funding but that is to my knowledge the most advanced attempt.
