Re-sending to unsuccessful delivery addresses

Because of a misconfiguration on my part, the vast majority (90%) of our latest mailing was swallowed up by our hosting provider - no bounces, just not successful deliveries. My question is, is there an easy way to resend the mailing to just the unsuccessful intended recipients of the original mailing? Would including and excluding recipients of the (same, mostly unsuccessful) mailing work?

Or do I need to... thinking out loud... run some SQL to get the unsuccessful contacts, create a group containing those contacts, and then send a new mailing to the just-created group?

were the 90% marked as delivered or bounced within CiviMail?

what were the remaining 10% marked as? How do you know what 90% did not really get the email?

If i had to guess, u might be better off creating a new group for that 90% and resending them an email. You'll have to create the new group via some SQL
