Confirm a Contact from the Admin Side?

I've tried a search, but nothing seems to be coming up, although maybe I'm looking in the wrong places.

What I want: anonymous user signs up w/ some data to be added to a group that can be searched by anonymous users.  However, they're not added to the group until an admin verifies their information and okays the addition.

I can get people added to the group through a profile exposed to the front end of the site, and the group can be searched, but I can't figure out how to keep new users in a liminal or pending state.

Any tips or nudges in the right direction would be greatly appreciated.

Edit: I suppose if it's a big deal I could just create one group that acts as a container for new contacts, and then an admin on the backend could manually add it to a confirmed group, but this seems inefficient.
