Can't edit Credit card transactions

Hello,

I understand the rationale for making credit card transactions un-editable but I often find I want to all the same:

1) People try to make a credit card transaction and fail. they then pay be internet banking but because they missed the discount deadline they pay more. I have to use phpmyadmin to change the amount.
2) People pay by credit card and then cancel, they are given a partial refund. How do I edit the amount? I can do it for EFT payments but CC payments are locked.

I realise that in normal circumstances credit card payments are 'set in stone' but when organisations do wish to edit them they usually have good reason and should be able to change them through the front end. The reasons for restricting this would need to be pretty strong before it would over-ride the assumption that end-users can exercise common sense.
