I've looked through the wiki and forum and must be looking for the wrong keywords -

My organization charges "registration" fees for new or lapsed members. It's set fee for paperwork and other things but not necessary for renewing members who are already in the system. Does CiviCRM do that and if so can you point me towards a link or post regarding this? I though it would be tied up in the "Membership Types" where I could add extra fees for "New" and "Expired" members but I don't see it.

Maybe I'm going about this the wrong way and I should make two forms - one for "New and Lapsed" members and one for "Renewing Members" and only logged in members can view the "Renewing Members" form?
