JFTP::login:Unable to login / JFTP::write:Unable to use passive mode

Joomla ver 1.5.6, global configuration. CIVICCRM running fine, except will not accept change to global configuration. Receive error: JFTP::login:Unable to login  JFTP::write:Unable to use passive mode  I can successfully upload and download using outside FTP client (CoreFTP).  CoreFTP reports all files and folders have proper permissions.  All suggestions appreciated!! Been stuck on this one for weeks now.

This is a Joomla issue, not a Civi issue. You may want to probe the Joomla forums.
The issue is that you have the ftp layer turned on in your J global config. Try turning that off and see if you're able to operate the site without it. It's off by default, and only provided as an alternate way to handle file management to/from the server.
