You need to add OptOut token inside <a href={action.optOut}>Opt Out</a>, else you use OptOutURL, it will generate url.

There are two parts to your question

1) how do I setup an address to receive this?

The answer to this is that if you want civimail to process replies to your mailouts you need to be able to access the 'catchall account' from Civimail. Mail servers allow you to specify where mail that doesn't match a mailbox will go (how you do this will depend on your mail server). Your Civimail return channel is essentially setting up an automated task to check and process mail from the 'catchall mailbox'

2) these characters may be confusing - try something like this:

You can unsubscribe from future emails like this: <a href="{action.optUnsubscribe}">Please remove me from this e-list</a> <br><br> You can also opt out of this and ALL future emails from us: <a href="{action.optOut}">Please don't mail me again</a>

3) You can also use {action.optOutUrl} instead if you prefer

you might also want to consider using CiviSMTP (http://civismtp.uas.coop/drupal/) to handle the mail delivery end of things including replies to those email addresses
