I love civicrm, there are so many features. I have the Drupal 2.2.7 version currently and I'm trying to figure out a way to allow volunteers to be able to sign in and create new contacts/ only have access to special contacts.

Right now I have 3 groups, "admin" "volunteers" and "voters" the volunteers are calling voters and getting information about them. Does anyone know how I can assign groups of voters to specific volunteers? or organize privileges on the site?

you should read and play around with ACLs

if you have lots of groups of volunteers, you should consider using acl hooks which should be more scalable
