Error installing civicrm-1.7.10272-joomla-php4

Hello,
I'm installing (manual install) civicrm-1.7.10272-joomla-php4 on joomla 1.0.13 stable (wampp2 on win xp and on fedora 6, plesk 6).
Moved com_civicrm on httpdocs/sitename and installed from Joomla Admin (install from directory).

Php.ini has been set accordingly to suggestions:
1. memory limit is more than 24M

2. execution time limit is at least 600

3. open basedir disabled

5.  joomla media directory needs is writable.

Always getting the same message after install on both system:

CiviCRM has been successfully installed. 
Installation: Succesful

If trying to access civicrm Administration function from Joomla components menu i get:

Warning: main(civicrm.settings.php): failed to open stream: No such file or directory in E:\wampp2\htdocs\TEST\administrator\components\com_civicrm\admin.civicrm.php on line 7

Warning: main(): Failed opening 'civicrm.settings.php' for inclusion (include_path='.;\wampp2\php\pear\') in E:\wampp2\htdocs\TEST\administrator\components\com_civicrm\admin.civicrm.php on line 7

Fatal error: main(): Failed opening required 'CRM/Core/Config.php' (include_path='.;\wampp2\php\pear\') in E:\wampp2\htdocs\TEST\administrator\components\com_civicrm\admin.civicrm.php on line 11

Can you please provide support or hints please?

1. It looks like there was some problem when populating data in CiviCRM database. Just a random guess, this may be because your joomla db collation is not 'utf8_unicode_ci' ? so may be create joomla db with 'utf8_unicode_ci' and then try installing again...

2. Please use latest  civicrm-1.8.beta.10920-joomla-php4.zip for joomla 1.0.13, civicrm 1.7 might not work correctly.

hello,

ty for your kind answer.

what i can say is that joomla is set to iso-8859-1 and looking at mysql setting harset is latin1.
BTW is there a way to tell to civicrm to use this setting instead of utf8?

We strictly recommend Utf8 collation for civicrm db. There too many issues with non-utf8 install.
