trouble getting Civi to designate HTML emails as multi-part

As I see it, there are two ways to get Civi to send an email...

way-1: select a contact, or several contacts from search results and choose the "send email message" activity.
way-2: add the contact(s) to a group and then create a mailing, sending it to the group.

Way-2 is working for me, but when using way-1, I'm having the following problem...

I send the email message with a text part, and an HTML part. I expect the resulting message to have the header "Content-Type: multipart/alternative;" but instead, in the location of the message where this header would normally occur, the message has a "Content-Type: text/plain;" header. The unfortunate consequence of this problem is that the resulting email message, when viewed in an email client, displays raw HTML code to the user (along with the text part and the content-type boundaries too).

I should reiterate that the process WORKS when I create a whole mailing (ie. the message is designated as multipart and the user can see the formatting as intended). I'd like to get the multipart functionality working for sending simple email messages too though. Any thoughts?

can u upgrade to 2.2.8 (bonus: u'll also get CiviReport, a ton of bug fixes and some critical security releases!)

if memory serves me right, this was a bug in earlier versions of 2.2.x which was resolved and committed back to 2.2.x
