I can import soft credits okay.

I can import pledge payments okay. (can you see where this is going? )

However, if i try and import pledge payments and soft credits simultaneously it doesn't work.

It imports the pledge payment as a contribution, but doesn't mark it against the pledge. It does register the soft contribution properly.

Of course, I can do it in two steps (as two imports, one an update) but that means tracking down the ContributionID for each contribution, which is a bit tedious if there are a lot of them.

Any thoughts or clues?

As of 3.0, we can import soft credits and pledge payment separately as a 2-step process (for more details see: http://issues.civicrm.org/jira/browse/CRM-3968) and not as a single step. It would be great if you provide a patch for having this as a one step process during import.
