Does the instruction to simply untar over the beta code apply for 1.8 beta to stable also?

for drupal, you can simply untar the new code base over the old 1.8 beta code base

for joomla, you will have to follow the upgrade instructions

That doc is focused on 1.7 -> 1.8. Are there db changes from beta to stable? Or can I just do the upgrade=true install?

There are no DB changes from 1.8 beta to 1.8 stable.
