Going round in circles

I've installed a new Drupal 6.13 and added a module. I downloaded latest civicrm2.2+. Untared it into sites/all/modules so I now have sites/all/modules/civicrm. When I go to sites/all/modules/civicrm/index.php I get the:

Oops! Please Correct Your Install Location
Please untar (uncompress) your downloaded copy of CiviCRM in the sites\all\modules directory below your Drupal root directory. Refer to the online http://wiki.civicrm.org/confluence/display/CRMDOC/Installation+and+Upgrades for more information.


message. But I've just followed the install correctly! The civicrm modules appear in the modules list. Have I - advice appreciated?

Can you check 2nd last menu item, Administer → Configure → Global Settings → Enable CiviCRM Components
For reference, you might want to check it on http://sandbox.civicrm.org/civicrm/dashboard?reset=1

Not even sure you need civimail enabled- unless you want to send mass mailings. You don't need to enable the component if you only wish to send e-mails to individuals & small groups.
