Does CiviCRM support charging sales tax on registrations via CiviEvent?

no, but you can potentially add it in via the buildAmount hook. Check:

I've read the info multiple times now and it is way beyond my abilities.  Do you know of anyone I could pay to help us with this?  It is the last piece of the puzzle for our site to be able to go live.
