Multi-org: full-text search requires "view all contacts" permission

In multi-org, full-text search returns no contacts unless the user has "view all contacts" permission.

I think logged in user needs "view all contacts" permission in order to access any contact data. Hence IMO its correct behavior.

In multi-org, "view all contacts" permission bypasses the siloing of data: a user with this permission can see all contacts in the Civi db, not just the contacts under the site's parent group. The ACL hooks implemented by Deepak in multisite.module allow access to the appropriate subset of contacts to users who don't have "view all contacts" permission. This works and allows basic & advanced search to work correctly, but full-text-search does not work for these users.

I accidentally left status as Trivial & don't seem to have permission to change it, should be at least Minor.
