Can't login with fatal error

I've fully installed and enabled Civicrm 2.2.8 on my Drupal 6.1. Then whenever I clicked Civicrm icon in my admin site, I keep getting an error as below.
I did some research and I found this link http://forum.civicrm.org/index.php/topic,9536.msg41172.html#msg41172. I followed the exact instruction of the first user standalone part but I couldn't find allowed_to_login in my civicrm.settings.php file. Can anyone help please.

Then you’re using Drupal-based CiviCRM, not a standalone install.

This means that the credentials with which you logged in belong to a user who does not have CiviCRM access enabled. Check the Drupal permissions page and enable CiviCRM access for authenticated users.
