I tried to find all my contacts by leaving the
 "Name or Email" field empty,
the "is" field -> any contact type,
the "in" field -> any group,
the "with" field -> any tag.

but i got this error message:

Hi,
I have the same problem .
I'm using MyISAM for Drupal tables and InnoDB for CiviCRM tables.
Tables civicrm_group_roles_rules and civicrm_member_roles_rules are exception. Those are CiviCRM tables in MyISAM.
Any suggestions?

ust realized some tables are MyISAM and some are  InnoDB. could this be the issue ?

Yes, all CiviCRM tables should be InnoDB
