No email sent for events w/o fees

If an event is configured with no fees, and with email receipt turned on, no email is sent. If fees are configured, the email is correctly sent.

I ran across this on a 2.2.8 site, but have also tested on 3.0 and the issue persists. I was not able to duplicate on the demo site as it doesn't send out emails.

With no fees defined, the registration form jumps directly from the form to the thank you  (skipping confirmation). I suspect that was done to help streamline things, but am not sure it's a necessary or appropriate action. Even if the event has no fees, there is data collected which the user should have an opportunity to review and change.

It's only conjecture -- haven't gotten into the code yet -- but perhaps the email issue is the result of that skipped step.

ok, not sure it's a bug. i'm still getting some erratic behavior, but it seems to be working better now.

It was a bug for v2.2.8
