changing "You do not have permission to view this url" message?

Whenever someone tries to follow a plain text link to civiCRM but doesn't copy the whole thing into their browser, they get a screen that says "You go not have permission to view this url".

I'd like to modify that message to include some direct links to critical functions.  Is this a Joomla produced error message or civiCRM?  Where is the file it comes from?  (I was concentrating my search in the ACL and profile directories but missed it).
Thanks to those who help create and enhance civiCRM!
