Admin account and admin created acount should be required to be openId

IMO, it is a bad idea to require that the admin account or any account that is created directly by the admin be required to be an openID account.  I have a localhost setup for Joomla, and I wanted to install the CivicRM as a stand alone (heard it was diifficult to install through Joomla).  Anyway, I don't have an OpenID account, and I am not ready to create one just for the privilege of installing this software.

So the bottom line is that since I cannot even create an admin account, let alone a regular account, I am not going to use this product.  It is a very dumb reason to lose a potential user.

if u do not want to use the StandAlone OpenID version, you do have the option of using either Drupal or Joomla

If you do think that CiviCRM standalone needs to have independent auth (i dont think i agree) AND you dont want to use Drupal or Joomla, consider submitting code that does so. The folks who sponsored and helped write the Standalone implementation are happy using OpenID logins

No, it isn't. I use Joomla and its much the same as any other joomla component - it just requires a little more thought to upload it to your webhost because its big (not an issue on a localhost) and I had one config niggle when I first did it which someone in the forums put me right on very quickly.
