Can PCP's be set up with out requiring a donation

Hi all,
Hope you can help me with a question.

I am setting up to alow our volunteers to use PCP's but I do not want to make them donate first. Is there a way to alow someone to set up a PCP while giving them the option to donate thmeselves or not. Many of our volunteers are school aged and would like to try and raise money for us but will not sign on to do this if they are required themselves to donate.

Thanks for any help or advice you can give me.

Personal campaign pages don't require donations.  Go to the link, www.yoursite.com/civicrm/contribute/campaign?action=add&reset=1&pageId=1 and you can create the personal campaign page.

is this only an option post > 2.2.9? am getting an error "One of parameters (value: ) is not of the type Integer" when i try

Make sure you have a contribution page set up, allowing PCPs on the contribution page.

Yes had definitely done that. There was only one Profile option listed and I presumed that indicates that the profile meets the requirements of Drupal Account required plus email address.
But the site has "Only site administrators can create new user accounts." so that is what may be tripping us up.

So I just went looking to see if we could create it at the backend but maybe that option doesn't exist either. Anyone?

You may have to open up the  access control, allowing the user to create pcps.  I am unfortunately Joomla not Drupal.
