Does CiviCRM have the capability to show contact notes on the front end when that specific contact logs in?

When you say 'front end' do you perhaps mean on the My Dashboard page as in .../civicrm/user?reset=1  ?

sorry, when I say the front end, I am referring to the website. All I want is for a contact to see their contact notes when they log in.

Yes, indeed, 'on the website' but I meant whereabouts on the website are you hoping they will see this information. I don't know if there is an easy solution but the users 'Dashboard' would be one place to consider investigating this.

However, I think the short answer should be 'no'.

Maybe you can outline what you are trying to achieve as there may be other routes.
