Any .php file "not found" on fresh install?

I have successfully installed a fresh version of Drupal 6.14 today in a subdomain of a site.  Drupal appeared to install and be functioning normally.

Now attempting to install CiviCRM.  This must be some kind of server configuration error, or is it Drupal?

Symptoms:

http://civicrm.example.org/sites/all/modules/civicrm/install/index.php does NOT resolve, Drupal "not found"
http://civicrm.example.org/sites/all/modules/civicrm/install/test.php  does NOT resolve, Drupal "not found"
http://civicrm.example.org/sites/all/modules/civicrm/install/test.html  resolves

Anyone seen anything like this?  What is causing this, some kind of Drupal or server/host setting?

Is there a test.html in the folder?

Yes all three files exist in the folder specified above.  But only .html file will resolve.  The other two are "not found".

most likely there is something in your .htaccess about executing php files within a sub folder. not yet upgraded to 6.14, but will do so later today and check

I just heard back from the hosting provider.  It was a permissions issue, they do not allow .php files to execute that are group writable, nor php files that are in directories that are group writable.  The permissions for this directory were 775, changing to 755 solved the issue.
