sending emails on updates or adding

Is there any notification component to CiviCRM for when changes are made. For example, I would like to send an email to my manager when a contact is updated or added to the system. Maybe this can be done within drupal as well (maybe with Rules module) Any help would be appriciated.

You can use the hook_civicrm_post for this. Check:
