force processing of a $0.00 contribution

Is it possible to force the requirement to process a contribution value of $0.00. I want users to be able to submit membership forms but give admin the chance to approve them before drupal roles sync kicks in.

Most members on my site pay yearly fees, but some are free. I would prefer not to make the membership form admin.

Currently I have the corresponding contribution value set to $0.01 and text on the membership form to explain whats going on. It works, but its not ideal.
