joomla upgrade error

I have reached the end of my rope here with an upgrade and joomla install.

When I login, I get this error message:
Notice: Undefined index: host in /home/content/a/b/e/abetterbal/html/m/administrator/components/com_civicrm/civicrm/CRM/Core/Config.php on line 463

and my dashboard looks like this: (see attached file png of a screenshot)
Any ideas of what is going on?

I really would like to recommend Civi to my customers, but I am having a hard time with the Joomla integration..

Go to http://<your-site-name>/administrator/index2.php?option=com_civicrm&task=civicrm/admin/setting/updateConfigBackend&reset=1
and verify your  " New Base URL  " & "  New Base Directory " and save.
That might solve your issue. :)

The page does not seem to be updating.

I think its also the resource URLS, which are causing the lack of CiviCRM design.

How would I change these in the PHP files?
