Sample Header Footer showing in civimail even though disabled

So on a 2.2.5 install, I have the Sample Header/Footer text showing in the civimail in Preview and the sent email, this is despite
- setting header/footer to 'none' at Step 3
- disabling the header/footer

(NB I tested by editing the 'disabled' Sample Header - and even though 'disabled' the edited version is coming through in the civimail)

Any suggestions. I could probably get away with just reducing the content of them to a 'fullstop' but it kind of spoils the design.

Upgrading is not an option immediately.
